INVITATION TO BID CITY OF STERLING, KANSAS SANITARY SEWER EXPANSION

Sealed bids for the construction of the Sterling Sanitary Sewer Expansion project, will be received by the Owner, City of Sterling, until November 29, 2018 at 2:00p.m.  At that time and place, or as soon as possible thereafter, the bids will be opened publicly and read aloud.  Bid packages will be addressed to the City of Sterling, 114 North Broadway, Sterling, Kansas 67579, and may be mailed or hand delivered.  Bid packages will be labeled "Bids for Sterling Sanitary Sewer Expansion”

The work includes the furnishing of the labor and materials, including equipment, piping, and appurtenances, for the construction of the Sterling Sanitary Sewer Expansion.  In general, the project consists of the following items:

  1. Sanitary sewer pipeline located as follows:
    1. 1,640 linear feet of 8-inch diameter PVC gravity sewer.
    2. 580 linear feet of 4-inch diameter HDPE sewer force main.
    3. 120 linear feet of 2-inch diameter HDPE sewer force main.
  2. Lift Station:
    1. Installation of pre-purchased Smith and Loveless vacuum-prime lift station.
    2. Construction of new concrete wetwell.
  3. Sewer appurtenances will include:
    1. Six (6) manholes.
    2. One (1) connection to existing sanitary sewer.
  4. Surface restoration for brick, concrete and asphalt pavement, parking lots, driveway entrances, and streets will be included.
  5. Other miscellaneous appurtenances, as shown on the drawings, necessary to complete an operable sanitary sewer system.
  6. Associated work will include mobilization, traffic control, construction staking, seeding, temporary erosion and pollution control, bypass pumping, and dewatering.

All work called for in the plans and specifications shall be furnished in strict accordance with the plans and specifications prepared by Kirkham Michael, the City of Sterling’s designated Engineer for this project.  Work will commence no sooner than January 2, 2019 (earliest start date) and no later than February 1, 2019 (late start date).  All work shall be completed within 120 calendar days after the Notice to Proceed.  Plans, Specifications, and Bidding and Contract Documents may be examined at the office of the City of Sterling at 114 North Broadway, Sterling, Kansas 67579.  Digital contract documents are available on QuestCDN for $15.00, Ebid #5954995.  Paper copies may be procured from the office of the Engineer, Kirkham Michael, 217 N. Douglas, Ellsworth, Kansas 67439 upon receipt of One Hundred Dollars ($100.00) cash, check or money order for each set, none of which is refundable.  Bids will only be accepted from bidders receiving contract documents directly from QuestCDN or Kirkham Michael.

The plans procured for this fee are drawings reduced to approximately one-half of the original scale and are bound separately from the specifications and bidding and contract documents.  Full size drawings may be obtained from the Engineer for the cost of printing.  If revised drawings are necessary as part of an addendum, revised half-size drawings will be issued.  Revised full-size drawings will not be sent to full-size drawing holders unless reordered.

Each bid proposal shall be prepared correctly on the prescribed forms included in the documents furnished by the Engineer.  Any alteration in the official Bid Form will entitle the City of Sterling, at its option, to reject the bid from consideration.  Each bid proposal must be accompanied by bid security in the form of either a certified check on a bank whose deposits are insured by the Federal Deposit Insurance Corporation, or a bid bond in the amount of 5% of bid made payable to the City of Sterling.  The bid security will be considered as liquidated damages and shall be forfeited to the City of Sterling, if said bid proposal is accepted by the City of Sterling and the bidder fails to execute the contract and file the required bonds and insurance certificate as provided in the Contract Documents within ten days after notice of award.

The successful bidder will be required to furnish a Performance Bond and a Labor and Material Payment Bond on the form included in the Contract Documents, each in an amount equal to one hundred percent (100%) of the contract price, said bonds to be executed by a responsible corporate surety approved by the City of Sterling, and shall guarantee the faithful performance of the contract according to the terms and conditions therein, guarantee maintenance of said facilities in good repair and working conditions for not less than one (1) year beginning the date of acceptance of such improvements by the City of Sterling, and shall guarantee payment for all labor and materials used in connection with the work.

The City of Sterling reserves the right to reject any or all bids that are not in compliance with all prescribed public bidding procedures or that the City of Sterling determines are not in the public's best interest.  The City of Sterling reserves the right to:

  1. Determine which bid is, in the City of Sterling’s judgment, the lowest responsive bid of a bidder or group of bidders.
  2. Waive any informalities in any bid and, after award is made, to delete selected items listed in the bid.

Bids received after the time established for receiving bids will not be considered.  Except as provided in paragraph 00100-1.05 A.6, no bidder may withdraw his bid after the time established for receiving bids or before the award and execution of the contract, unless the award is delayed for a period exceeding ninety (90) calendar days.

Federal Participation Disclosure - This project will be partially funded with Federal funds from the United States Department of Commerce, Economic Development Administration and therefore is subject to the Federal laws and regulations associated with that program.
